ANNOUNCEMENT TO THE SHIPPING TRAFFIC
ARRANGEMENTS OF FREIGHT TRAFFIC WITH VESSELS SMALLER THAN 50 GRT

The following measures apply in the context of the arrangement of freight traffic with vessels smaller than 50 GRT.

A. Shipping agents of vessel that intent to enter Surinamese ports need to submit to the Maritime Authority Suriname (MAS) the following documentation 48 (forty-eight) hours prior to arrival in Surinamese waters:
1. a completed “Notice at Arrival” form;
2. a list of crew members (crew list) and if applicable, passengers on board;
3. at departing the last port, when heading to Suriname, all possible area’s such as
handrails and ship walls should be sanitized.
B. when departing the last port on the way to Suriname, all possible area’s such as handrails and walls should be sanitized;
C. the MAS designates a port facility (Dr. Jules Sedney Terminal or Kuldipsingh Port Facility, Port of Nieuw Nickerie) where the vessel may moor. The following documents, as conditions for mooring at the port facilities, must be submitted 24 (twenty-four) hours before arrival:
1. a completed berthing application form with all planned activities;
2. an import cargo manifest (in line with the conditions for cargo vessels > 50 GRT);
3. a document of port clearance from the last port before departure to Suriname.
D. when the vessel enters or leaves the port of Paramaribo, the skipper shall contact the Vessel Traffic Control (VTC) of the MAS by VHF radio on channel 12 to communicate the following information:
• Ship’s name;
• Ship’s type;
• Last port;
• Destination.
E. ship and crew members are screened at the port facility after the MAS has reported the ship to the port health officials of the Public Health Department (BOG). Prior to screening all possible area’s such as handrails and walls should be sanitized again. The crew will always remain on board;
F. customs clearance and loading/unloading activities will only start after health approval from the Public Health department;
G. relocation/shifting of the vessel will only take place after permission has been obtained from MAS and Customs;
H. departure from Surinamese waters will only take place after permission/approval from Customs and the Coast Guard;
I. the process from arrival to departure will have to be completed within 48 (forty-eight) hours.

Please note that all the procedures and documents to be submitted are still in force.

With reference to BaZ NO.31/2020T, regarding the dredging work in the channel of the Suriname River conducted by the Trailing Suction Hopper Dredger Hang Jun 3001, between the buoys S10 and LS, you are informed that the work has been extended until May 14th, 2020.

All ships should take notice of the above mentioned.

OFF THE COAST OF SURINAME

EXPLORATION DRILLING

The drillship Noble Sam Croft will conduct exploration drilling off the Coast of Suriname from April 10th till June 30th, 2020 at the drilling location 07° 27’.952 N - 056° 07’.282 W (WGS 84).

For safety reasons the shipping is asked to keep a safe distance of at least 1000 (one thousand) metres of Noble Sam Croft.
The Offshore Support Vessels (OSV) that will assist during the operations are Southern Tide, States Tide, Troms Hera and Polaris.

Please note:
• There is a SAFETY ZONE of 1000 (one thousand) metres from the drilling site.
• Noble Sam Croft is not maneuverable and will display the relevant characters.

Communication is through VHF radio on all international channels on the frequencies 149.3 to 163.75 MHz and through the MF on the frequencies 1.6 to 30 MHz.

COVID-19 MEASURES
COMPULSARY COVID-19 SCREENING AT SEA BUOY

With reference to the MAS letters of March 12, 2020 "COVID-19 virus" and March 25, 2020, "Preventing and/or mitigating the transmission of the COVID-19 to pilots" and Notice to Mariners No. 40, “Temporary measures related to COVID-19”, crew members of all International merchant ships as of April 06th 2020 will be subject to a compulsory COVID-19 screening at the sea buoy, prior to piloting.

All ships should be at the sea buoy at least 3 (three) hours before piloting.

Please note that all the procedures and documents to be submitted are still in force.

DREGDING ACTIVITIES

With reference to NtM NO.44/2020T, regarding dredging work that was conducted in the anchorage area of Suzannasdaal by the dredging vessels EAGLET, HANGBO 3005 and HANGBO 3006, you are informed that the works have been extended until 30th of April 2020.

The working area is indicated by the following coordinates in WGS 84:

During this period, the working area will not be accessible to shipping and other water users temporarily.

For passage into the navigation channel, direct communication with the dredging vessels and the Vessel Traffic Control of the MAS will be necessary.

On the 6th and 7th of April 2020 the MV CHARGER shall sail from Alkmaar to Traymore port and back. The ship will pass the villages along the Cottica River as follows:
1. On April 6th, 2020 between 05:00 – 17:00 hour from Alkmaar to Traymore port.
2. On April 7th, 2020 between 06:00 – 18:00 hour from Traymore port to Alkmaar.

Communication is through VHF channel 12.

1. On March 26th, 2020 between 05:00 – 17:00 hour from Alkmaar to Traymore Port.
2. On March 27th, 2020 between 07:00 – 18:00 hour from Traymore port to Global Oil N.V.

Communication is through VHF channel 12.

During the execution of the diving activities, vessels should keep a safe distance from the MV HANG JUN 3001 and reduce speed while passing.

From March 25th until April 15th, 2020 dredging activities will be conducted alongside the left bank of the Suriname River at the jetty of “De Molen Port Facility” (position 05 47’.675N - 055 09’.720W) with a hydraulic excavator from the vessel Harriette.

The vessel Harriette will be restricted in maneuverability during dredging.

TEMPORARY LOCK DOWN DUE TO THE COVID-19 MEASURES

In connection with the COVID-19 virus, as of March 14, 2020, 00:00 hours a Lock down applies to all of Suriname including all waterways and ports.

International Merchant ships are exempted. Entrance to the ports is granted in accordance with established procedures.
All other international vessels are excluded from entering.

TEMPORARY SHIFT OF THE BUOYS AT OUTERBANK

As part of the dredging work in the entrance of the Suriname River, the buoys S6A and S8 will be temporarily moved to the east.
The movement of the buoys will take place on 14 March by the Multipurpose Vessel Marwina.

The shifting of the buoys takes place as follows.
